Update Windows Installer Xp

I am using Windows XP SP3 and am having trouble with the windows installer and cannot install the following updates

Update for Microsoft Office 2007 suites (KB2596848)

The windows update website shows the following error codes: 0x80070641 and 0x641.
All other updates (eg. security updates for xp or internet explorer) install okay, so I thought maybe it is something with .NET framework. I uninstalled all NET frameworks using dotnetfix_cleanup however all attempts to new install NET framework failed with an error message saying that the installer service cannot be accessed and is potentially not correctly installed.
In addition, I cannot uninstall any programs under control panel > software > add/remove programs. Same error message pops up saying that the installer service cannot be accessed.

So far I have tried
- msiexec /unregister doesnt work, get an error message saying that windows installer is currently installing and to retry when the installation is complete. (As far as I can tell there is no other installation running)
- renaming the msiexec.exe. msi.dll and msihnd.dll files and reinstalling the installer, but the problem remained.
- various fixits but receive an error message that Microsoft automated troubleshooting services bootstrap has encounted a problem and must be ended.
